Direktur Pelindungan WNI dan BHI Kementerian Luar Negeri (Kemlu) RI Judha Nugraha menyebut ada kecenderungan peningkatan jumlah WNI yang atas kehendaknya sendiri memilih bekerja sebagai pengelola judi daring di luar negeri.
“Ada semacam kecenderungan judi daring dan penipuan daring mengalami normalisasi, artinya jadi bentuk mata pencaharian yang baru, dan ada pula warga negara kita yang secara sadar ingin bekerja di sektor itu,” ucap Judha dalam agenda diskusi “Korupsi dan Kejahatan Siber” oleh AJI Indonesia dipantau via daring di Jakarta, Jumat.
Hal tersebut menunjukkan bahwa tidak semua WNI yang menjadi pelaku judi daring merupakan korban Tindak Pidana Perdagangan Orang (TPPO) karena tidak terpenuhinya unsur penipuan dan eksploitasi yang umumnya diderita korban TPPO, kata dia.
Judha mengatakan, pihaknya mencatat ada hingga 5.111 kasus penipuan daring yang melibatkan WNI di luar negeri dalam kurun waktu 2020 hingga November 2024, di mana hanya 1.290 kasus di antaranya yang dipastikan terdapat unsur TPPO.
Selain itu, pemerintah saat ini juga mengendus modus baru, yaitu ketika WNI yang bekerja mengelola judi atau penipuan daring di luar negeri berpura-pura menjadi korban TPPO, tutur Direktur PWNI Kemlu.
Ia menjelaskan, langkah tersebut ditempuh para pelaku supaya terhindar dari hukuman pidana karena bekerja di sektor haram, lolos hukuman dan denda imigrasi meski melanggar izin tinggal, dan supaya dapat pulang ke Tanah Air dengan biaya negara.
“Untungnya, Bareskrim Polri bisa meneruskan penyelidikan yang baik, dan artinya para pelaku bisa ditetapkan sebagai tersangka,” kata Judha.
Dengan demikian, Kemlu RI juga akan menjalankan dengan lebih selektif dan ketat empat langkah yang diringkas sebagai “Strategi 4P” untuk mencegah kasus TPPO yang berkaitan erat dengan kasus judi daring maupun penipuan daring.
Keempat langkah tersebut adalah perlindungan korban, penegakan hukum, pencegahan, dan pengembangan kerja sama dengan pihak terkait, ucap dia.
